Srinagar Street Food Zones में Vendors को मिलेगी तय जगह
Srinagar Street Food को व्यवस्थित करने के लिए नए Zones, Cleanliness और Public Convenience पर रहेगा Focus
Srinagar: Srinagar Municipal Corporation (SMC) ने शहर में designated Street Food Cart Zones स्थापित करने के लिए Operational Guidelines जारी की हैं। इस initiative का उद्देश्य street food vending को एक organised, transparent और sustainable framework के तहत लाना है।
SMC Commissioner Fazlul Haseeb के leadership में शुरू की गई इस पहल के तहत vendors के लिए तय जगह उपलब्ध कराने के साथ food safety, sanitation, pedestrian movement, traffic management और public spaces के बेहतर इस्तेमाल पर ध्यान दिया जाएगा।
Srinagar Street Food Zones के लिए चुनी गई Locations
पहले phase में कई locations को designated food cart zones के लिए identify किया गया है। इनमें JKTDC Water Sports के सामने, Dalgate Bund, Badamwari, JVC Bemina, Magarmal Bagh और Rajbagh शामिल हैं।
इसके अलावा River Jhelum के right side पर भी एक location identify की गई है।
हर designated zone की holding capacity उपलब्ध space, pedestrian movement, accessibility, traffic conditions और fire safety requirements को ध्यान में रखकर तय की जाएगी।
Street Food Vendors के लिए क्या बदलेगा?
नई guidelines के तहत food carts को निर्धारित design और specifications के अनुसार रखना होगा। Vendors को food hygiene, potable water, waste segregation, waste water management और fire safety से जुड़े prescribed requirements का पालन करना होगा।
Licensed carts पर applicable municipal और FSSAI permissions के साथ menu और price list भी prominently display करनी होगी।
Motorised और Non-Motorised Carts के लिए Rules
Framework में food carts को उनके size और operation के आधार पर अलग-अलग categories में रखा गया है। इसमें motorised और non-motorised food carts दोनों शामिल हैं।
Motorised food vending vehicles के लिए municipal permission से पहले Motor Vehicles Department से जरूरी clearance लेना होगा।
Transparent Allotment Process होगा लागू
SMC ने food cart zones में spaces के allotment के लिए एक structured mechanism भी तैयार किया है। Applications की scrutiny और space allotment में transparency, fairness और designated zones की carrying capacity का ध्यान रखा जाएगा।
इससे अलग-अलग zones में निर्धारित capacity से ज्यादा carts लगाने की समस्या को नियंत्रित करने में मदद मिलेगी।
Street Food Business को मिलेगी Organized Space
SMC के अनुसार street vending रोजगार, entrepreneurship और affordable food services का एक important source है। हालांकि, unregulated food carts की ज्यादा संख्या से traffic congestion, pedestrian movement में परेशानी, sanitation issues और waste disposal जैसी समस्याएं सामने आती हैं।
नई व्यवस्था का उद्देश्य vendors को हटाना नहीं, बल्कि उन्हें एक clean, safe और dignified operating space उपलब्ध कराना है।
Street Food Zones से Public Convenience पर Focus
Commissioner Fazlul Haseeb ने कहा कि Srinagar की street-food culture को मजबूत करने के साथ इसे बेहतर तरीके से organise करने की जरूरत है। Designated zones से vendors को ज्यादा predictable operating environment मिलेगा और Corporation को public spaces को cleaner, safer और accessible रखने में मदद मिलेगी।
नई guidelines Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014, Jammu and Kashmir Street Vendors Rules, 2020 और 2021 में notified Model Scheme के अनुरूप तैयार की गई हैं।
Srinagar में Clean और Managed Street Food Spaces की तैयारी
Srinagar में pedestrian, vehicular और tourist movement काफी अधिक रहने के कारण SMC इन designated zones को well-managed spaces के रूप में विकसित करना चाहती है।
इस initiative से street food vendors को व्यवस्थित तरीके से business करने का अवसर मिलने के साथ शहर में cleanliness, traffic management, pedestrian convenience और public spaces की बेहतर व्यवस्था सुनिश्चित करने की उम्मीद है।
