Mission YUVA: सपनों से Startup तक, J&K Youth की नई उड़ान

जम्मू, 04 जनवरी:
प्रधानमंत्री के “Viksit Bharat 2047” विज़न से प्रेरित होकर जम्मू-कश्मीर आज self-reliance और entrepreneurship की ओर तेज़ी से कदम बढ़ा रहा है। इस बदलाव की धुरी है Mission YUVA, जो UT के युवाओं को सिर्फ़ रोज़गार नहीं, बल्कि सम्मान, skills और sustainable opportunities से जोड़ रहा है। यह Mission रोजगार की सोच को बदलते हुए युवाओं को job seeker से job creator बनाने की दिशा में ऐतिहासिक पहल बन चुका है।

जम्मू-कश्मीर सरकार द्वारा IIM Jammu, NABARD, J&K Bank, अन्य financial institutions और livelihood experts के सहयोग से शुरू किया गया Mission YUVA पूरी तरह data-driven planning और institutional reform पर आधारित है। शुरुआती assessment में यह साफ़ हुआ कि बेरोज़गारी की असली वजह jobs या finance की कमी नहीं, बल्कि aspiration और access के बीच gap है। युवा बिज़नेस करना चाहते थे, लेकिन guidance, handholding और आसान सिस्टम की कमी उन्हें रोक रही थी।

 समस्या की पहचान और Ground Reality

Demand Side पर युवाओं में failure का डर, सही guidance की कमी और schemes व credit products की limited awareness थी। कई युवा low-paying daily wage work को ज़्यादा safe मानते थे।
Supply Side पर grassroots level पर entrepreneurship के लिए dedicated institutional framework नहीं था। बैंकिंग processes complex थे और loan rejection के बाद कोई hand-holding system मौजूद नहीं था।

इन्हीं gaps को भरने के लिए Mission YUVA को एक standalone scheme नहीं, बल्कि complete entrepreneurship ecosystem के रूप में design किया गया।

 Data-led Planning और बड़ा Vision

Mission YUVA की सबसे बड़ी ताकत इसका evidence-based design है।
24 लाख से अधिक households और 1.1 करोड़ individuals के baseline survey से 5.5 लाख potential entrepreneurs की पहचान की गई।

18 से 59 वर्ष आयु वर्ग के युवाओं के लिए Mission का लक्ष्य है:

• 1.37 लाख enterprises की स्थापना

• करीब 4.25 लाख employment opportunities का सृजन (5 वर्षों में)

यह Mission Labour & Employment Department द्वारा district administrations के सहयोग से implement हो रहा है, जिसमें structured credit linkage और long-term mentoring पर खास ज़ोर है।

 Strong Governance Model

Mission YUVA की monitoring Chief Secretary स्तर पर होती है।
District level पर DLICs (District Level Implementation Committees), Deputy Commissioners की अध्यक्षता में proposals approve करती हैं।

Ground level पर:

• SBDUs (Small Business Development Units) – District Level

• BHDs (Business Help Desks) – Sub-division Level

ये units awareness से लेकर DPR preparation, loan facilitation, post-sanction mentoring और business sustenance तक end-to-end support देती हैं।

Mission YUVA के Four Pillars

Culture – Entrepreneurial Mindset

2,000 से अधिक YUVA Doots ने 5,000+ awareness camps आयोजित किए।
Focus रहा:

• First-generation entrepreneurs

• Women (especially SHG members)

• Remote & border areas के youth

Udyam Jagriti Campaign के ज़रिए entrepreneurship को एक respectable livelihood option के रूप में स्थापित किया गया।

Capital – Easy & Low-Risk Finance

Mission YUVA की सबसे बड़ी innovation है Nano Enterprise Model।
Survey में सामने आया कि ज़्यादातर युवा ₹5–6 lakh investment range में business शुरू करना चाहते हैं।

• Nano Enterprises: 25% capital subsidy + 5% interest subvention

• MSMEs (priority sectors): 6% interest subvention

• Existing enterprises को भी acceleration support

इस model ने fear of over-leverage को खत्म कर entrepreneurship को approachable बनाया।

Capacity Building – Future Ready Youth

Mission YUVA में Hybrid Training Model अपनाया गया है:

• Skill India Digital Hub का digital content

• Classroom-based instructor-led training

Training modules में शामिल हैं:

• Financial literacy

• Digital skills

• Cyber security

• Basics of Artificial Intelligence

अब तक:

• 5,500 youth trained

• 2,500 training में

• 1,500 upcoming batches में registered

Connectivity – Market & Technology Link

• ONDC integration के ज़रिए J&K Seller App

• Local products को national market तक पहुंच

• IIM Jammu में 2 Innovation Hubs

• Universities में 14 Incubation Centres

• Innovative projects के लिए ₹20 lakh तक funding

BISAG-N द्वारा विकसित Mission YUVA App & Portal एक end-to-end secure digital platform है।

Verified enterprises को Live UDYAM Gallery में showcase किया जाता है, जिससे transparency और public trust दोनों बढ़ते हैं।

• 65,353 applications submitted

Mission YUVA आज सिर्फ़ एक सरकारी योजना नहीं, बल्कि जम्मू-कश्मीर में people-led entrepreneurship movement बन चुका है। Women, SHG members, remote और border areas के युवाओं को साथ लेकर यह Mission Atmanirbhar Bharat को ज़मीनी हकीकत में बदल रहा है।
