J&K Legal Metrology Rules: Business को बड़ी राहत

J&K Legal Metrology Rules को लेकर जम्मू-कश्मीर सरकार ने बड़ा regulatory reform किया है। Government ने “Jammu & Kashmir Legal Metrology (Enforcement) Rules, 2026” को notify करते हुए businesses के लिए registration और compliance process को आसान बनाने के साथ Consumer Protection को मजबूत करने पर जोर दिया है।

इन नियमों के लागू होने से businesses के लिए compliance आसान होगा, जबकि consumers के हितों की बेहतर protection सुनिश्चित करने में मदद मिलेगी।

Businesses के लिए Registration Process हुआ आसान

J&K Legal Metrology (Enforcement) Rules, 2026 में weights और measures के manufacturer, dealer और repairer के लिए पहले लागू licenses की जगह अब registration certificates की व्यवस्था की गई है।

इसके साथ ही registration certificate के renewal की requirement को भी हटा दिया गया है। Registration certificate जारी करने से पहले inspection कराने की अनिवार्यता भी समाप्त कर दी गई है।

इन बदलावों से businesses को unnecessary procedural requirements से राहत मिलेगी और registration process अधिक straightforward हो सकेगा।

Precious Metals की Weighing के लिए Special Accuracy Instruments

नए Rules में precious metals की weighing के लिए special accuracy weighing instruments के इस्तेमाल को अनिवार्य किया गया है।

इसके अलावा अलग-अलग categories के weights and measures के लिए verification fee निर्धारित की गई है। Legal Metrology Act, 2009 के तहत punishable offences के लिए compounding fee भी तय की गई है।

सरकार के अनुसार इन provisions का उद्देश्य business compliance को सरल बनाने के साथ Legal Metrology regulations का effective enforcement सुनिश्चित करना है।

Consumer Protection पर भी रहेगा Focus

नए Rules से केवल businesses को ही सुविधा नहीं मिलेगी, बल्कि consumers के interests को भी मजबूत protection मिलने की उम्मीद है।

Accurate weighing और measuring instruments के इस्तेमाल से consumers को सही quantity और measurement सुनिश्चित करने में मदद मिलेगी। Department की बेहतर enforcement व्यवस्था से गलत measurement और संबंधित violations पर कार्रवाई करना भी आसान होगा।

Jan Vishwas और Single Window System से जुड़े Reforms

ये reforms हाल ही में शुरू किए गए कई अन्य initiatives को आगे बढ़ाते हैं। इनमें “Jan Vishwas (Amendment of Provisions) Act, 2026”, Legal Metrology (General) Rules, 2011 में amendments के जरिए specified weights and measures की re-verification periodicity बढ़ाना और key areas में business de-regulation शामिल हैं।

इसके अलावा “J&K Single Window System” के माध्यम से online service delivery को भी बढ़ावा दिया जा रहा है।

वर्षों से Pending Issues को Address करने की कोशिश

Officials के अनुसार नए measures से कई ऐसे key issues को address किया गया है, जो लंबे समय से pending थे।

अब Department के पास Legal Metrology Act, 2009 और उसके तहत बनाए गए Rules को fair और effective तरीके से लागू करने के लिए मजबूत legal framework उपलब्ध है।

सरकार का मानना है कि इससे business community और consumers, दोनों का regulatory system में trust बढ़ेगा और Jammu & Kashmir में Ease of Doing Business को further improve करने में मदद मिलेगी।
