J&K PM Package Employees Promotion: 15 साल बाद Career Progression पर बड़ी उम्मीद

PM Package Employees की Career Progression पर 9 September को अहम बैठक

J&K में Prime Minister’s Package के तहत 2010 में नियुक्त करीब 6,000 employees की career progression का मुद्दा लंबे समय से लंबित है।

अब इस मामले में गठित छह सदस्यीय Committee की पहली बैठक 9 September को होगी। बैठक में package employees की promotions और career progression से जुड़े सभी पहलुओं की समीक्षा की जाएगी।

PM Package Employees के Promotion Rules और Seniority

Official sources के अनुसार, PM Package Employees के promotion service rules सामान्य UT Government employees से अलग नहीं हैं। इन कर्मचारियों की seniority अलग बनी रहेगी।

Promotion संबंधित cadre में जरूरी qualifying service पूरी करने के बाद होगी और senior regular employees के higher posts पर promote होने के बाद package employees की promotion की स्थिति बनेगी।

PM Package Employees की लंबे समय से Career Progression की मांग

Package Employees वर्ष 2022 से career progression को लेकर Government के सामने मांग उठा रहे हैं। Rahul Bhat की killing के बाद कर्मचारियों ने higher scale पर promotion के बाद regular category में लाने की मांग भी रखी थी।

कर्मचारियों ने Lt Governor, Chief Secretary और concerned departments के Administrative Secretaries को कई representations दीं। लंबे समय तक स्पष्ट समाधान नहीं मिलने से career progression को लेकर uncertainty बनी रही।

नई Committee के गठन से कर्मचारियों को practical solution की उम्मीद जगी है।

Chief Secretary के निर्देश पर शुरू हुई समाधान की प्रक्रिया

Package Employees के representatives ने Chief Secretary से मुलाकात कर अपनी समस्याएं रखीं। इसके बाद Chief Secretary ने General Administrative Department (GAD) और Finance Department को rules के तहत समाधान तलाशने के निर्देश दिए।

February 2026 में Public Works Department (PWD) ने PM Package employees, विशेषकर engineers, के service matters की जांच के लिए Internal Committee बनाई। इसमें supernumerary posts को substantive posts में बदलने और common seniority से जुड़े मुद्दों की जांच शामिल थी।

Committee को दो महीने में detailed report/recommendations देनी थीं।

नई Six-Member Committee करेगी Career Progression की समीक्षा

Chief Secretary के निर्देश पर छह सदस्यीय Committee गठित की गई है, जिसका उद्देश्य PM Package Employees की career progression और promotion avenues की समीक्षा करना है।

Committee के Chairman General Administrative Department के Administrative Secretary हैं और Relief and Rehabilitation Commissioner, Migrants को Member Secretary बनाया गया है।

इसमें ARI & Training Department, Department of Law, Justice and Parliamentary Affairs तथा DMRR&R के Additional Secretary स्तर से नीचे नहीं होने वाले representative शामिल हैं। Chairman द्वारा किसी अन्य सदस्य को co-opt किया जा सकता है। Committee को अपनी report एक महीने में submit करनी है।

PM Package Employees की Regularisation, Up Cadre Status और Combined Seniority की मांग

Package Employees की प्रमुख मांगों में promotion के बाद up cadre status, regularisation और general employees के साथ combined seniority शामिल है।

इसके अलावा medical और special cases के लिए transfer policy की मांग भी की जा रही है।उनका कहना है कि लंबे समय से अलग service conditions में काम करने के कारण career progression को लेकर कई practical difficulties सामने आ रही हैं।

PM Package Employees के Transfer और Medical Cases पर भी चर्चा

Inter-district और intra-district transfers, medical grounds पर transfers, transit accommodation, maintenance work और School Education Department में functional promotions जैसे मुद्दों पर भी चर्चा हुई है।

Government Order No. 34-JK (DMRRR) of 2022 के तहत PM Package की posts को divisional-level posts के रूप में notify किया गया था। इसके तहत genuine transfer requests को departments case-to-case basis पर consider कर सकते हैं।

Chief Secretary ने Administrative Secretaries को Administrative Council के decision के implementation की स्थिति examine करने के निर्देश भी दिए।

PM Package Engineers की Regularisation और Supernumerary Status का मुद्दा

PM Package Engineers की regularisation, supernumerary status और posts की functionality से जुड़े मुद्दों पर भी Chief Secretary ने concerned departments को engineers की grievances examine करने और detailed status report देने के निर्देश दिए हैं।

Quasi Permanent status के संबंध में package employees का मामला GAD को refer किया गया है और फिलहाल Finance Department में है।

9 September की Committee Meeting पर PM Package Employees की नजरें

PM Package Employees की नजरें अब 9 September की Committee meeting पर हैं। Relief and Rehabilitation Commissioner Dr Arvind Karvani के अनुसार, पहली बैठक में package employees की career progression के मुद्दे पर threadbare discussion होगी।

करीब 6,000 employees के लिए यह बैठक महत्वपूर्ण है क्योंकि promotion, regularisation, seniority और transfer policy जैसे मुद्दे लंबे समय से लंबित हैं। Committee की recommendations के बाद Government के अगले फैसले पर नजर रहेगी।
