Surinsar-Mansar Wildlife Sanctuary को लेकर बड़ा कदम

J&K में environment protection को मजबूत करने की दिशा में एक बड़ा कदम उठाया गया है। Surinsar-Mansar Wildlife Sanctuary के Eco-Sensitive Zone (ESZ) का लंबे समय से इंतजार किया जा रहा Master Plan अब Union Ministry of Environment, Forest and Climate Change (MoEFCC) को approval के लिए भेज दिया गया है।

यह फैसला sanctuary के आसपास मौजूद fragile ecosystem को सुरक्षित रखने और development activities को regulate करने के उद्देश्य से लिया गया है।

2022 में जारी हुई थी ESZ Notification

जानकारी के अनुसार, Union Ministry ने जनवरी 2022 में ESZ framework notify किया था। इसका मकसद protected area के आसपास होने वाली human activities और development projects को नियंत्रित करना था ताकि wildlife और biodiversity को नुकसान न पहुंचे।

अब तैयार किया गया Master Plan Supreme Court की guidelines के अनुसार बनाया गया है। इसमें activities को तीन हिस्सों में बांटा गया है:

Permitted Activities

• Organic farming
• Rainwater harvesting
• Renewable energy का इस्तेमाल
• Traditional agriculture और horticulture practices

Regulated Activities

• Hotels और resorts बनाना
• Tree cutting
• Road widening projects
• Natural water resources का commercial use

Prohibited Activities

• Commercial mining
• Polluting industries
• Saw mills
• Hazardous waste discharge
• Large commercial projects

तीन जिलों में फैला है ESZ Area

Surinsar-Mansar Wildlife Sanctuary का ESZ Jammu, Samba और Udhampur जिलों के कई हिस्सों में फैला हुआ है। ऐसे में inter-district coordination इस conservation plan का अहम हिस्सा माना जा रहा है।

Officials के मुताबिक, इस Master Plan का मुख्य उद्देश्य biodiversity protection, natural habitats को बचाना और eco-friendly development को बढ़ावा देना है।

Monitoring Committee भी बनाई गई

ESZ rules की monitoring के लिए Divisional Commissioner Jammu की अध्यक्षता में Divisional Level Committee का गठन 13 जून 2025 को किया गया था। इसी committee की मदद के लिए consultant भी नियुक्त किया गया ताकि पूरा regulatory blueprint तैयार किया जा सके।

Pollution और Tourism Management पर भी फोकस

Master Plan में pollution control, land-use regulation और tourism management जैसे अहम मुद्दों को भी शामिल किया गया है। सरकार का मानना है कि इससे sanctuary के आसपास uncontrolled development को रोका जा सकेगा।

Environmental experts ने इस कदम का स्वागत करते हुए कहा कि ecological stability और wildlife conservation के लिए ऐसा Master Plan बेहद जरूरी था।

Approval में लग सकते हैं 2-3 महीने

J&K Wildlife Department के एक अधिकारी ने पुष्टि की कि ESZ Master Plan को Union Ministry को भेज दिया गया है। अधिकारी के मुताबिक approval process पूरा होने में करीब 2 से 3 महीने लग सकते हैं।

Approval मिलने के बाद यह Master Plan sanctuary के आसपास protective buffer की तरह काम करेगा, जिससे conservation और responsible development के बीच balance बनाए रखने में मदद मिलेगी।
