Katra IMS Funding Delay: Vaishno Devi Transport Hub Crisis जारी
Katra IMS Funding Delay अब एक बड़ा infrastructure concern बन गया है क्योंकि Katra में बन रहा Inter-Modal Station project लगातार funding और approval issues में फंसा हुआ है। यह project Shri Mata Vaishno Devi Shrine आने वाले pilgrims के लिए world-class transport hub के रूप में develop होना था, लेकिन अब uncertainty बढ़ गई है।
Jammu & Kashmir Government और National Highways Logistics Management Limited (NHLML) के बीच land equity और funding model को लेकर चल रही negotiations पूरी तरह से fail हो चुकी हैं, जिससे पूरा project अब alternative funding route की तलाश में चला गया है।
PPP Model पर Deadlock, Land Equity बना Biggest Issue
Official sources के अनुसार, Housing and Urban Development Department को जो financial model submitted किया गया था, उसमें project को Public-Private Partnership (PPP) mode में execute करने की plan थी।
लेकिन NHLML ने Katra Development Authority से land को equity के रूप में देने की demand रखी, जिस पर government side से strong reservations सामने आए। इसी कारण दोनों sides के बीच consensus नहीं बन पाया और negotiations breakdown हो गईं।
Katra IMS Funding Delay: अब Urban Challenge Fund पर टिकी उम्मीद
अब Housing and Urban Development Department ने Katra IMS Funding Delay project को Urban Challenge Fund (UCF) के under लेने का proposal दिया है, जो Union Ministry of Housing and Urban Affairs की एक centrally sponsored scheme है।
इसका aim market-linked और reform-driven urban infrastructure को boost करना है।
लेकिन अभी तक इस बात की कोई clarity नहीं है कि funding कब approve होगी या project को green signal मिलेगा या नहीं। यही uncertainty IMS project को लंबे समय से “stuck in limbo” बनाए हुए है।
Expressway से बढ़ेगा Traffic, लेकिन Transport Hub अभी अधूरा
Officials का कहना है कि Jammu and Kashmir में Delhi-Amritsar-Jammu-Katra Expressway पर तेजी से काम आगे बढ़ रहा है, जिससे Katra में आने वाले pilgrims और passengers की संख्या काफी बढ़ने की उम्मीद है।
Ironically, जिस transport hub को इस massive rush को handle करने के लिए बनाया जाना था, वही project financial uncertainty और procedural delays में फंसा हुआ है।
Katra IMS Funding Delay: Bidder Final, लेकिन Contract Award Pending
Sources ने बताया कि NHLML ने project के लिए successful bidder भी finalize कर लिया था, लेकिन financial structure clear न होने की वजह से contract अभी तक award नहीं किया जा सका।
इस कारण project execution stage तक पहुंच ही नहीं पाया और planning phase में ही अटका रह गया।
Government-NHLML Agreement में क्या तय हुआ था
30 August 2022 को एक MoU signed हुआ था, जिसमें Union Minister for Road Transport & Highways, Lieutenant Governor और central-UT officials की presence में IMS Katra project को officially launch किया गया था।
Plan के अनुसार यह Inter-Modal Station एक multi-mode transport hub होगा, जिसमें rail, road, air (helipad), buses, taxis, auto-rickshaws और private vehicles को एक ही place पर integrate किया जाएगा।
