J&K Gas Grid Project: Pipeline Timeline पर बढ़ी चिंता

J&K Gas Grid Project की timeline को लेकर अब सवाल उठ रहे हैं। Jammu and Kashmir को National Gas Grid से जोड़ने वाली Gurdaspur-Jammu Natural Gas Pipeline की July 2026 completion deadline बीत चुकी है, लेकिन project के पूरा होने और operational status को लेकर अभी clear official update सामने नहीं आया है।

यह जानकारी Parliamentary Standing Committee की “Supply and Distribution of Natural Gas—Challenges and Prospects” report से सामने आई है, जिसे Monsoon Session के दौरान Parliament में पेश किया गया।

Gurdaspur-Jammu Gas Pipeline की स्थिति

Report के अनुसार, Petroleum and Natural Gas Regulatory Board (PNGRB) ने 12 July 2023 को GAIL India Limited को Gurdaspur-Jammu Natural Gas Pipeline बिछाने की authorization दी थी।

यह pipeline करीब 160 km लंबी है और इसकी authorised capacity 3.1 million metric standard cubic metres per day (MMSCMD) है। इसका मुख्य उद्देश्य Jammu and Kashmir को National Gas Grid से जोड़ना और Union Territory में cleaner natural gas की supply उपलब्ध कराना है।

Committee के सामने दर्ज schedule के अनुसार project की completion date July 2026 थी। लेकिन report में यह स्पष्ट नहीं किया गया कि pipeline का construction पूरा हो चुका है या इसे commission और operational किया गया है।

Jammu-Srinagar Gas Pipeline का भी इंतजार

J&K के proposed gas corridor का दूसरा बड़ा हिस्सा Jammu-Srinagar Natural Gas Pipeline है। Srinagar region की demand को पूरा करने के लिए PNGRB ने 2024 में करीब 325-km pipeline बिछाने के लिए bids invite की थीं।

यह proposed pipeline GAIL की Gurdaspur-Jammu pipeline से जुड़ने वाली है। हालांकि Parliamentary report में bidding process का उल्लेख है, लेकिन इसके बाद project को लेकर कोई clear information नहीं दी गई है।

Report में bidding के outcome, further authorization, construction शुरू होने, physical progress या projected commissioning schedule की जानकारी स्पष्ट रूप से सामने नहीं आती।

Gas Corridor के दोनों Projects आपस में जुड़े

Gurdaspur-Jammu और Jammu-Srinagar pipelines को J&K के proposed gas corridor के दो महत्वपूर्ण हिस्सों के तौर पर देखा जा रहा है।

Gurdaspur-Jammu pipeline का उद्देश्य J&K को National Gas Grid से जोड़ना है, जबकि Jammu-Srinagar link के जरिए इस connectivity को Kashmir Valley तक पहुंचाने और Srinagar region की demand पूरी करने की योजना है।

हालांकि report में details की कमी का मतलब यह नहीं है कि projects पर कोई काम नहीं हुआ है। लेकिन July 2026 की निर्धारित deadline बीत जाने के बाद दोनों projects की current implementation status और timeline को लेकर सवाल जरूर उठ रहे हैं।

पूरे J&K में City Gas Distribution Network

इस project की अहमियत इसलिए भी बढ़ जाती है क्योंकि Jammu and Kashmir को पहले ही City Gas Distribution (CGD) framework के तहत पूरी तरह cover किया जा चुका है।

Parliamentary Committee को दी गई जानकारी के अनुसार, पूरे J&K को दो Geographical Areas (GAs) में बांटकर CGD infrastructure development के लिए authorize किया गया है।

Jammu Region के लिए IOCL

Jammu, Udhampur, Reasi, Samba और Kathua districts वाले Geographical Area को March 2022 में Indian Oil Corporation Limited (IOCL) को authorize किया गया था।

इसके Minimum Work Programme (MWP) के तहत 30 September 2034 तक 14,52,352 domestic PNG connections देने का target रखा गया है।

Kashmir और अन्य जिलों के लिए BPCL

दूसरे Geographical Area में Anantnag, Bandipora, Baramulla, Budgam, Doda, Ganderbal, Kishtwar, Kulgam, Kupwara, Poonch, Pulwama, Rajouri, Ramban, Shopian और Srinagar शामिल हैं।

इस area को April 2024 में Bharat Petroleum Corporation Limited (BPCL) को authorize किया गया। यहां MWP के तहत 30 June 2032 तक 30,804 domestic PNG connections देने का लक्ष्य है।

PNG Connections के लिए Gas Supply जरूरी

J&K में domestic PNG connectivity बढ़ाने की योजना सीधे तौर पर reliable gas supply और pipeline infrastructure से जुड़ी है। इसलिए Gurdaspur-Jammu और Jammu-Srinagar trunk pipelines की progress CGD network के future expansion के लिए महत्वपूर्ण मानी जा रही है।

अब सबसे बड़ा सवाल यही है कि Gurdaspur-Jammu pipeline की revised timeline क्या होगी और Jammu-Srinagar pipeline पर actual implementation कब शुरू होगी। इन दोनों projects की clear status और updated schedule से ही J&K के proposed gas network की आगे की दिशा स्पष्ट होगी।
