J&K Development Progress: मिली बड़ी तारीफ
Infrastructure, healthcare, renewable energy और industries में J&K की progress की सराहना, education और drug abuse पर भी दिए सुझाव।
J&K development progress को लेकर एक सकारात्मक तस्वीर सामने आई है। Parliamentary Standing Committee on Home Affairs ने Union Territory में infrastructure, renewable energy, healthcare, industrial development और social welfare में हुई progress की सराहना की है।
Committee ने कहा कि कई क्षेत्रों में महत्वपूर्ण काम हुआ है। हालांकि, कुछ gaps अभी भी मौजूद हैं। इन्हें दूर करने के लिए time-bound action, बेहतर monitoring, पर्याप्त funding और तेज implementation पर जोर दिया गया है।
J&K Infrastructure Development की हुई तारीफ
Committee ने Jammu-Kashmir में roads, tunnels, bridges और connectivity projects की progress को सराहा है। Ministry of Road Transport and Highways, NHAI, NHIDCL, BRO और Public Works Department समेत कई agencies के प्रयासों का उल्लेख किया गया है।
Panel ने खास तौर पर all-weather connectivity पर ध्यान देने की सराहना की। Floods और landslides से damaged roads की जल्द restoration को भी जरूरी कदम बताया गया।
इसके अलावा climate-resilient engineering practices को बढ़ावा देने की जरूरत पर जोर दिया गया है। Committee ने completed projects के maintenance के लिए पर्याप्त resources रखने की भी recommendation दी है।
Railway Connectivity को बताया अहम
Srinagar Railway Station और Banihal-Baramulla section के railway stations के upgrading work की भी Committee ने तारीफ की।
Panel के अनुसार, बेहतर railway connectivity से tourism, economic development, regional integration और national security को मजबूती मिल सकती है।
Committee ने ongoing और sanctioned railway projects को तय समय के भीतर पूरा करने की recommendation दी। इसके साथ quality assurance और regular monitoring पर भी जोर दिया गया।
J&K की geological और seismic conditions को देखते हुए geotechnical monitoring, structural health monitoring और predictive maintenance को मजबूत करने की सलाह दी गई है।
Srinagar Airport के लिए ₹1,667 Crore Project
Committee ने Srinagar Airport के लिए मंजूर ₹1,667 crore Civil Enclave project का भी स्वागत किया है।
इसके साथ Panel ने Katra region में airport या suitable aviation facility की संभावना तलाशने की recommendation दी। इसके लिए techno-economic और environmental feasibility study कराने की बात कही गई है।
इस study में Ministry of Civil Aviation, Airports Authority of India (AAI) और J&K Administration की भूमिका हो सकती है।
Renewable Energy में J&K की Progress
Renewable energy sector में भी J&K की progress को Committee ने सकारात्मक बताया है।
Panel ने rooftop solar, utility-scale projects और decentralised solar initiatives की सराहना की। PM Surya Ghar: Muft Bijli Yojana के तहत Government buildings की solarisation को भी अहम कदम माना गया है।
Committee के अनुसार, J&K rooftop solar adoption के मामले में leading Union Territories में शामिल है।
अब Government buildings की पूरी solarisation, household rooftop solar installations और remote areas में clean energy access बढ़ाने पर focus करने की recommendation दी गई है।
Jal Jeevan Mission में तेजी की जरूरत
Jal Jeevan Mission (JJM) को लेकर Committee ने कहा कि funding constraints के कारण कुछ projects में delay हुआ है।
Panel ने pending JJM schemes को जल्द पूरा करने के लिए adequate और timely financial support देने की recommendation की है।
इसमें uncovered households तक functional tap connections, पुराने water-supply systems का upgrade, water-quality monitoring और Har Ghar Jal certification पूरा करना शामिल है।
Industrial Development से Employment को बढ़ावा
J&K में industrial development और investment को लेकर भी Committee ने सकारात्मक assessment दिया है।
New Central Sector Scheme के तहत incentives मिलने से नए industrial units स्थापित हुए हैं और employment opportunities पैदा हुई हैं।
Panel ने incentives की timely और transparent approval तथा disbursement की recommendation दी। इसके साथ MSMEs, start-ups, local entrepreneurship और employment-oriented industries पर ज्यादा focus करने की बात कही गई है।
Committee ने industrial infrastructure, ease of doing business और industry-based skill development को मजबूत करने की जरूरत भी बताई।
J&K के Mineral Resources पर जोर
J&K के mineral resources को लेकर भी Committee ने कई सुझाव दिए हैं। Lithium, sapphire, limestone, graphite, lignite और marble जैसे resources का scientific और environmentally sustainable तरीके से उपयोग करने की recommendation दी गई है।
Panel ने सिर्फ raw minerals निकालने के बजाय value addition और mineral-based industries को बढ़ावा देने की बात कही।
इससे local employment और industrial growth को बढ़ाने में मदद मिल सकती है।
Healthcare Sector में हुई Progress
Healthcare sector में 2019 के बाद हुए investments की Committee ने सराहना की। Panel के अनुसार, इन initiatives से tertiary healthcare, medical education और emergency preparedness को मजबूती मिली है।
Remote और underserved areas में healthcare access बेहतर होने की भी बात कही गई है।
हालांकि, remote, border और difficult areas में qualified doctors और specialists की कमी अभी भी एक बड़ी challenge है।
Committee ने regular recruitment तेज करने, postgraduate medical education बढ़ाने और specialist training को मजबूत करने की recommendation दी है।
Education में Dropout Rate पर चिंता
Education sector में Committee ने primary और upper-primary dropout rates में कमी का स्वागत किया। लेकिन secondary-level dropout rate में बढ़ोतरी पर चिंता जताई गई।
2024-25 में secondary level का dropout rate 12.60 per cent रहा।
Panel ने student retention और transition सुधारने के लिए universal enrolment roadmap को mission mode में लागू करने की recommendation दी है।
इसके लिए annual और district-wise targets तय करने तथा साल में कम से कम दो बार review करने की बात कही गई है।
Rural और Border Schools पर खास Focus
Committee ने teachers की deployment को data-based बनाने की recommendation दी। इसके लिए enrolment, vacancies और geographical requirements को ध्यान में रखने की बात कही गई।
Panel ने कहा कि rural, border और difficult areas के schools में core subjects के teachers की कमी नहीं होनी चाहिए।
Qualified teachers को इन क्षेत्रों में attract और retain करने के लिए accommodation, incentives और minimum-tenure provisions पर भी विचार करने की recommendation दी गई।
इसके अलावा vocational और skill programmes को J&K की employment potential से जोड़ने पर जोर दिया गया। इसमें tourism, hospitality, horticulture, agriculture, handicrafts, healthcare, IT और renewable energy जैसे sectors शामिल हैं।
Forest Rights Act के Claims पर Committee की चिंता
Forest Rights Act के implementation को लेकर Committee ने गंभीर observation दिया।
Report के अनुसार, कुल 46,242 individual और community claims प्राप्त हुए थे। इनमें से केवल 6,172 claims approve हुए, जबकि 39,898 claims reject किए गए।
Committee ने इतनी बड़ी संख्या में rejected claims को गंभीरता से review करने की recommendation दी।
Panel ने यह जांचने को कहा कि claimants को evidence देने का पर्याप्त मौका मिला या नहीं, Gram Sabhas की उचित involvement हुई या नहीं और rejection के reasoned orders accessible language में दिए गए या नहीं।
Genuine claimants को legal और administrative assistance देने पर भी जोर दिया गया है, खासकर migratory और tribal communities के लिए।
Drug Abuse को लेकर Serious Concern
Committee ने J&K में बढ़ते drug abuse को लेकर भी गंभीर चिंता जताई है। खासकर youth में बढ़ती drug addiction को social, public health, economic और security challenge बताया गया है।
Panel ने NDPS और PIT-NDPS Acts के तहत enforcement actions की सराहना की। इसमें property seizures, narcotics networks पर action और illicit cultivation के खिलाफ कार्रवाई शामिल है।
Nasha Mukt Jammu Kashmir Abhiyaan का भी report में उल्लेख किया गया है।
हालांकि, Committee ने कहा कि केवल enforcement से इस समस्या का समाधान नहीं होगा।
De-addiction और Awareness पर जोर
Panel ने drug abuse से निपटने के लिए prevention, early intervention, de-addiction, rehabilitation और social reintegration पर बराबर focus करने की recommendation दी।
District-level de-addiction और counselling facilities को मजबूत करने की बात कही गई है।
इसके अलावा students, parents और vulnerable communities के लिए awareness campaigns बढ़ाने की recommendation दी गई है।
Cross-border narcotics trafficking के खिलाफ intelligence-led operations और law-enforcement agencies, educational institutions, health departments तथा community organisations के बीच बेहतर coordination पर भी जोर दिया गया है।
Social Welfare Schemes की Coverage बढ़ाने की सलाह
Committee ने vulnerable और disadvantaged sections के लिए Centrally Sponsored और UT-funded schemes की implementation की भी सराहना की।
Panel ने कहा कि schemes की coverage बढ़ाने के साथ timely sanction, regular disbursement और pension amounts की periodic revision भी जरूरी है।
महंगाई और basic living requirements को ध्यान में रखते हुए pension amounts की समीक्षा करने की recommendation दी गई है।
J&K Development के लिए Time-Bound Action पर जोर
Overall, Parliamentary Committee ने J&K में कई sectors में हुई progress को positive बताया है। Infrastructure, connectivity, renewable energy, healthcare, industry और welfare delivery में हुए काम की सराहना की गई है।
साथ ही Committee ने साफ किया है कि remaining gaps को दूर करने के लिए केवल योजनाएं बनाना पर्याप्त नहीं होगा। Time-bound implementation, adequate funding, regular monitoring और मजबूत institutional support जरूरी होंगे।
Education dropout, drug abuse, Forest Rights Act claims, water-supply projects और remote areas में healthcare जैसे मुद्दों पर focused action J&K के balanced development के लिए महत्वपूर्ण माना गया है।
