Jammu and Kashmir Government Orders Transfer of 49 IAS and JKAS Officers in Major Administrative Reshuffle
The Jammu and Kashmir Government on Wednesday ordered a major administrative reshuffle, transferring and posting 49 IAS and JKAS officers with immediate effect.
The transfers were ordered in the interest of administration through Government Order No. 1612-JK(GAD) of 2026 dated October 7, 2026, issued by the General Administration Department by order of the Lieutenant Governor.
Senior IAS Officers Reassigned
Shaleen Kabra, IAS (AGMUT: 1992), Financial Commissioner (Additional Chief Secretary), Jal Shakti Department, has been assigned the additional charge of Administrative Secretary, Revenue Department, relieving Kumar Rajeev Ranjan of the additional charge.
Kabra will continue to hold the charge of Financial Commissioner, Revenue, and Administrative Secretary, Estates Department.
Dr. Ashish Chandra Verma, IAS (AGMUT: 1994), has been transferred and posted as Financial Commissioner (Additional Chief Secretary), Agriculture Production Department.
M. Raju, IAS (AGMUT: 2005), Commissioner/Secretary to the Government, General Administration Department, has been divested of the additional charge of Health and Medical Education Department.
Raju will now hold additional charge of Administrative Secretary, Hospitality and Protocol Department, and the Department of Disaster Management, Relief, Rehabilitation and Reconstruction, relieving Chandrakar Bharti of the additional charge.
R. Alice Vaz, IAS (AGMUT: 2005), has been transferred and posted as Commissioner/Secretary to the Government, Transport Department. She will also hold additional charge of Civil Aviation Department and Commissioner, Civil Aviation, while continuing to hold charge of Administrative Secretary, Information Department.
Saugat Biswas, IAS (AGMUT: 2006), awaiting orders of posting, has been posted as Commissioner/Secretary to the Government, Health and Medical Education Department.
Sarmad Hafeez, IAS (AGMUT: 2009), has been transferred and posted as Commissioner/Secretary to the Government, Youth Services and Sports Department.

Ramesh Kumar, IAS (AGMUT: 2011), Divisional Commissioner, Jammu, has been transferred and posted as Secretary to the Government, Department of Rural Development and Panchayati Raj.
Kumar will also hold additional charge of Administrative Secretary, Culture Department, and continue as Resident Commissioner, J&K Government, New Delhi.
Vikas Kundal, IAS (AGMUT: 2013), has been transferred and posted as Divisional Commissioner, Jammu, with additional charge of Additional CEO, Jammu Metropolitan Regional Development Authority.
Dr. Devansh Yadav, IAS (AGMUT: 2016), has been posted as Deputy Commissioner, Rajouri.
Rakesh Minhas, IAS (AGMUT: 2016), has been posted as CEO, State Health Agency, J&K, with additional charge of MD, Ayushman Bharat Digital Health Mission, J&K.
Shrikant Balasaheb Suse, IAS (AGMUT: 2016), has been posted as Chairman, J&K Services Selection Board.
Minga Sherpa, IAS, Deputy Commissioner, Udhampur, has been transferred and posted as Deputy Commissioner, Jammu.
