J&K MDM Rice Misappropriation Case में Chargesheet, ₹12.65 Lakh का आरोप

Jammu and Kashmir Anti-Corruption Bureau (ACB) ने सोमवार को Mid Day Meal (MDM) scheme में कथित गड़बड़ी के मामले में एक serving government employee के खिलाफ chargesheet पेश की। मामला Manjakote Zone में MDM के लिए भेजे गए rice और cooking costs की alleged misappropriation से जुड़ा है।

आरोपी Mohd Farooq, जो उस समय Zonal Education Officer (ZEO), Manjakote के office में Junior Assistant और MDM dealing hand के रूप में तैनात थे, के खिलाफ Court में chargesheet दाखिल की गई है।

MDM Rice Misappropriation Case में क्या है मामला?

यह मामला FIR No. 26/2018 से जुड़ा है, जो 28 December 2018 को Police Station VOJ, अब ACB-J, में registered हुआ था। Verification के दौरान Manjakote Zone में financial year 2014-15 की fourth quarter अवधि के MDM rice में कथित misappropriation सामने आई थी।

ACB के अनुसार investigation के दौरान official records की scrutiny की गई और seized documents की जांच के साथ Forensic Science Laboratory (FSL) की opinion भी ली गई।

जांच में prima facie आरोप सामने आया कि तत्कालीन ZEO Shah Nawaz Khan और Junior Assistant Mohd Farooq ने अपने official positions का कथित रूप से misuse किया।

Fake Documents और Records में Manipulation का आरोप

ACB ने बताया कि investigation में official records को manipulate करके allegedly fake, forged और fabricated indents तथा authority letters तैयार किए जाने की बात सामने आई।

इन documents का इस्तेमाल MDM scheme के तहत rice की supply और संबंधित प्रक्रिया में किया गया। ACB के अनुसार records और FSL findings ने मामले में लगाए गए allegations को prima facie support किया।

256.40 Quintals Rice की कथित Misappropriation

Investigation के अनुसार MDM scheme के लिए निर्धारित 256.40 quintals rice allegedly misappropriate किया गया। इस rice की estimated value ₹8,03,557.60 बताई गई है।

इसके अलावा MDM के cooking costs के नाम पर भी ₹4,61,578 की कथित misappropriation का आरोप है।

ACB के अनुसार rice और cooking costs को मिलाकर government exchequer को कुल ₹12,65,135.60 का alleged loss हुआ।

एक आरोपी की हो चुकी है Death

ACB के अनुसार मामले में नामजद तत्कालीन ZEO Shah Nawaz Khan की अब death हो चुकी है। इसलिए उनके खिलाफ prosecution proceedings शुरू नहीं की जा सकीं।

वहीं serving accused Mohd Farooq के खिलाफ prosecution sanction competent authority से प्राप्त की गई। इसके बाद ACB ने investigation पूरी करते हुए Court के समक्ष chargesheet पेश की।

Special Judge Anti-Corruption Court में Chargesheet

ACB ने Mohd Farooq के खिलाफ chargesheet Special Judge, Anti-Corruption, Rajouri की Court में 31 August 2026 को produce की।

मामले में Court ने अगली hearing के लिए 29 September 2026 की date तय की है। अब आगे की judicial proceedings Court में evidence और records के आधार पर आगे बढ़ेंगी।

MDM Scheme में Financial Irregularities पर कार्रवाई

MDM scheme का उद्देश्य सरकारी schools में बच्चों को nutritious meal उपलब्ध कराना है। ऐसे मामलों में rice, cooking expenses और official records से जुड़ी alleged irregularities सामने आने पर जांच agencies records की detailed scrutiny करती हैं।

इस मामले में भी ACB ने verification के बाद FIR दर्ज की और investigation के दौरान official documents तथा FSL opinion के आधार पर आरोपों की जांच की।

हालांकि, chargesheet दाखिल होना आरोपों का अंतिम निष्कर्ष नहीं है। मामले में अंतिम फैसला Court की judicial proceedings के बाद ही होगा।
