Civil Judge Extension: 16 Judges को बड़ी राहत, अवधि बढ़ी

Civil Judge Extension के तहत Jammu and Kashmir Government ने 16 Civil Judges (Senior Division) की District Judges (Entry Level) के तौर पर चल रही ad-hoc appointment को आगे बढ़ा दिया है। इन Judges की appointment को अब अगले 6 महीने या posts पर regular appointment होने तक जारी रखा जाएगा, जो भी पहले हो।

यह फैसला High Court of Jammu and Kashmir and Ladakh की recommendation के बाद लिया गया है। इस संबंध में Department of Law, Justice and Parliamentary Affairs ने दो अलग-अलग Government Orders जारी किए हैं।

Civil Judge Extension से 16 Judges को राहत

Government के इस फैसले से कुल 16 Civil Judges को फिलहाल District Judges (Entry Level) के तौर पर अपनी जिम्मेदारियां जारी रखने का मौका मिलेगा। यह extension temporary basis पर दी गई है और regular appointment होने के बाद इसकी अवधि समाप्त हो सकती है।

Government Orders के अनुसार, Judges की मौजूदा ad-hoc appointment की अवधि अलग-अलग dates पर खत्म हो रही थी। इसी को देखते हुए उनकी services को निर्धारित शर्तों के तहत आगे बढ़ाया गया है।

पहले Group में 6 Judges शामिल

पहले Government Order के तहत Ramesh Lal, Parvin Pandoh, Faizan Ul Haq Iqbal, Noor Mohd Mir, Swati Gupta और Rafia Hassan की appointment को extend किया गया है।

इन छह Judges की पिछली ad-hoc appointment 5 August 2026 को समाप्त हो गई थी। अब उन्हें आगे भी District Judges (Entry Level) के तौर पर काम करने की अनुमति दी गई है।

दूसरे Group में 10 Judges की Extension

दूसरे Government Order में कुल 10 Judges को शामिल किया गया है। इनमें Mir Wajahat, Aadil Mushtaq, Fozia Paul, Mehreen Mushtaq, Feroz Ahmad Khan, Imran Hussain Wani, Preet Simran Kour, Fayaz Ahmad Qureshi, Umesh Sharma और Sheikh Gowher Hussain शामिल हैं।

इन Judges की मौजूदा appointment 15 October 2026 को समाप्त होने वाली थी। Government ने अब इनके ad-hoc tenure को भी आगे बढ़ाने का आदेश दिया है।

Extension कितने समय के लिए है?

Civil Judge Extension के तहत appointment को आगे 6 महीने के लिए बढ़ाया गया है। हालांकि, अगर इस अवधि से पहले संबंधित posts को regular basis पर भर दिया जाता है, तो extension उसी समय समाप्त हो जाएगी।

इसका मतलब है कि Judges को permanent appointment नहीं दी गई है, बल्कि फिलहाल उन्हें अपनी मौजूदा responsibilities जारी रखने के लिए temporary extension मिली है।

High Court की Recommendation पर फैसला

Government का यह decision High Court of Jammu and Kashmir and Ladakh की recommendation के आधार पर लिया गया है। Judicial administration में District Judges (Entry Level) की भूमिका महत्वपूर्ण होती है, इसलिए vacancies को manage करने और court functioning को जारी रखने के लिए ऐसी temporary arrangements की जरूरत पड़ सकती है।

Civil Judge Extension का यह आदेश इसी administrative arrangement का हिस्सा है। इससे संबंधित Judges फिलहाल अपने assigned judicial duties को continue कर सकेंगे।

Regular Appointment पर रहेगी नजर

Government Orders में साफ किया गया है कि extension 6 महीने या regular basis पर posts भरने तक, जो भी पहले हो, लागू रहेगी। इसलिए आने वाले समय में इन posts पर regular appointment की प्रक्रिया महत्वपूर्ण रहेगी।

फिलहाल Government के आदेश के बाद 16 Judges को अपने पद पर काम जारी रखने की अनुमति मिल गई है। इससे judicial work में continuity बनाए रखने में मदद मिलेगी और regular appointments होने तक एक temporary arrangement बना रहेगा।

Civil Judge Extension का मुख्य उद्देश्य

इस Civil Judge Extension का मुख्य उद्देश्य फिलहाल judicial posts पर काम कर रहे officers को continuity देना है। अलग-अलग Judges की previous appointment समाप्त होने के कारण Government ने High Court की recommendation के बाद यह extension जारी की है।

दो अलग-अलग Government Orders में शामिल 16 Judges अब तय conditions के अनुसार अपनी responsibilities निभाते रहेंगे। Regular appointment होने के बाद आगे की स्थिति उसी के अनुसार तय की जाएगी।
